In 2010, I made the register (and first cert) in May 2010, interviewed in June 2010, was offered a position in August 2010 and started Sept 26, 2010 (the first fiscal week of 2011). FYI, there were two groups hired off the first cert in 2010. The first group was insider heavy, and started in August, and the second group, which I was a part of, started - as previously mentioned - late September 2010. And I was in the earlier group. From filing app to hire was right at 9 months.

As I recall, I was given a choice of morning or afternoon when they called for my interview. Knowing that no flights from city arrive in the DC metro area before around 11 am I selected a morning interview so I would be able to fly in the day before and have some cushion in the event of flight delays. My flight ended up being scratched because of mechanical issues and arrived in Falls Church at 10pm rather than just after 5pm.

This question pertains to those of us who received an NOR after Stage II of the selection process; i.e., after taking the SJT, and writing and experience assessments. Although I received formal notification of appeal rights, my NOR lacked the scores for each component of the Stage II testing, which compromises the effective exercise of those appeal rights. Has anyone received scores for each section of the Stage II testing? And, if not, any advice on how to get them or to launch a successful appeal?

No one has gotten a breakdown of raw scores. People who made the register did not receive scores on the overall process, or a breakdown of the component tests. Just a rating of performance compared to all others who made the register.

I was eliminated after phase 2 and filed my appeal asking for my scores and the rating criteria. Here is the response I received:
We are unable to provide the information you requested. OPM does not release testing and examination materials or other information that could compromise the objectivity of the testing process. This includes individual applicant information. We also do not wish to give one applicant an unfair advantage over others by disclosing protected test and scoring information.

OPM has never revealed their individual scoring methodology, but just gives an overall view of what topics or areas they score on as was seen on another thread on this Board. You will never receive your individual answers to questions or parts of the exam because OPM may use the same exam or parts of it again in future testing for 10-point Vets or a "refresh". All you can do is claim you believe your score was incorrectly determined to remove from the top-scoring participants and you would like it reviewed, which I am sure is what you have done or you will do. The appeals panel of examiners put together by OPM for the appeals will review the scoring for all those who file an appeal and determine if errors or mistakes were made in the original scoring of your exam.

FWIW, the agency is still offering transfers so the locations for the 2 classes rumored to be coming are not finalized. That would impact which cities are available.
For the more courageous or outspoken among you, during your training don't be afraid to ask tactful questions. If you are told that you don't want to be an outlier, statistically speaking, it is entirely reasonable to ask what the speaker means by that.
Best wiahes to all. The job was [past tense] touted as the best job in the federal government. It did not have a performance evaluation. It still does not have a formal one. However, with the political winds that have blown over the few years, alot has changed. Your job description has had previous references to the Administrative Procedures Act deleted from it. That was a great source of comfort and protection to the alj corps.

Sorry if this has been covered (I can't say I've kept up with every page of this thread), but as far as notification of the certificate itself - do we even know what format to expect? Another cryptic email? A thick packet of paper in the mail? Some other form of transmittal?
I think we've grown accustomed to the email situation, but I was curious as to expectations.

You will get an email titled something to the effect of "Notice to ALJ Candidate" telling you you are on a cert (or certs, depending on what the new info about how OPM is doing the certs actually means). It will have attachments to fill out or sign which are to be faxed or emailed back (NOT mailed) by a stated date.

I suspect the OMHA cert is about the best preview one can get. An email with cities listed, directions to respond, and 3 forms to return. All with a 1 week suspense.
99% chance the ODAR notification will be this same format, with the same forms, even.

Prolly right Ace. I'd bet the interview process will be similar too. Be a great trial run and "scrimmage" for odar even if you don't end up getting an omha offer after.
