I think that all cities are theoretically still in play. I think that the rankings are too much trouble with the fluidity of the new process and the speed they now have to operate at. It makes no sense you would be 3 struck from Newark but ok for Fresno. I also am convinced the emails are trickling out so keep checking in boxes and spam folders. I agree with the quote, but IMHO it does make sense that you might not be reachable for Newark and may be reachable for Fresno, depending on the number of openings in each and the NORs and Vet status of those above you in each cert. Thus, you could also still be alive for your previous cities, but not reachable for one or more of the supplemental cert cities, meaning you may or may not get the Supp Cert email.

This morning at 7am (Pacific Time) I received a "Supplemental GAL" for Philadelphia PA and Fresno CA. This is the third time I've been on a cert and asked to rank cities. The second cert contained no cities that were on the first. This third cert contains Fresno, which was on the first cert, so it's the only city to repeat, so far. The reply is due January 21st. If there's a poll for this, I'll vote.

If your score is low, there may be no chance of being in the top 3 to be considered for a city. Thus not reachable.

You are reachable if there is some way SSA could hire and give three considerations to other candidates that would place you in the top 3 NORs for a position.

Witty, I'm not aware of a formal definition of "reachable". I and others have used it as an offshoot of the rule that OPM is to send to ODAR a certification containing enough candidates to fill the position. We have extrapolated in posts long ago that this means someone (at OPM?) has to evaluate for each cert/set of certs all of the "what ifs": if candidate A is placed in City #1, etc., how many candidates's names do we need to send for the other cities to assure ODAR that it will be able to hire there.
This would obviously be a complex process give the variables, but ultimately should end when enough candidates are submitted so that the hire could be made. The remaining candidates who are interested in that city would not be capable of being "reached" under any scenario involving the present certs and candidates involved, so their names are not included in the cert.
Of course this is just our interpretation, we have no confirmation from the Puzzle Palace of any of this.

So, were I sent a list of cities, a cert, and were I subsequently interviewed, does that mean I am reachable for those certed cities? The answers posted to my reachable question lead me to assume that persons are only interviewed if the person is reachable.

Technically, yes, since the only reason you get to interview is that you have been placed on a certificate. You only get one interview, but can be on multiple certificates.

I suppose everyone is theoretically reachable, but it depends on the order in which hires are done (and may take people who are on multiple certs and might be ahead of you off the list) the number of vet preferences ahead of you, the number of people ahead of you who are given bona fide consideration but not hired, thus getting a "strike" which allows them to go to the next person on the list, etc.

I received a new GAL cert a few minutes ago for the following six cities: Manchester, NH; Philadelphia, PA; Indianapolis, IN; Milwaukee, WI; Oak Park, MI; and Fresno, CA. The notice reads in pertinent part: "Below are the locations for which OPM referred your name to SSA. If you have a preference for some locations over others, please number your locations in the accept block with 1 being your first choice, 2 being your second choice, etc. While we may be able to accommodate your choices, we cannot guarantee you will be considered or selected for your desired location(s). If you do not have a preference, just place an "X" in the accept block next to the location(s) for which you wish to be considered."
***EDIT*** I am not so sure Charlottesville, VA was on my GAL list, so no cert for me for that city. If it was, NOR could be too low to qualify just like it was for Baltimore, MD in the last cert.

Just received supplemental for Charlottesville, Philly and Manchester. Excited. Any other new cities out there? Received an email this morning listing 7 cities: Manchester NH, Charlottesville VA, Phila PA, Indianapolis IN, Milwaukee WI, Oak Park MI, and Fresno CA. Response is due on Jan 21. Thanks to everyone for sharing their info. Looks like Coffee has the longest list so far and no one has mentioned any cities not in those seven. Any thoughts on a poll?

I got an email at 1230 est with a supplemental for Chralottesville, VA, Philadelphia and Manchester, NH. Those were the only three on my GAL of the seven mentioned so far. Gaidin is correct. Emails are still trickling in.
