It is the length of the Department of Interior's shutdown that I worry about. I will certainly remember to timely submit my leave and attendance paperwork to get the pay processed before any possible shutdown So, we need to worry about this? I saw the emails about early closeout. I am confused because NTEU sent out an email to members last week, saying SSA was fully funded and things are "business as usual."

It’s the combo of interior not being funded and our earnings this pp need to be paid this calendar year

There is a list of affected agencies and departments at Government Executive. SSA is not on the list. So our leave is not affected. But Department of Interior is on the list and shows 76% of their employees are deemed non-essential. I have no doubt that includes the DOI folk who do our payroll. Effect is about the same as if we were in the shutdown. Go to work and we will get paid but who knows when. So that's why Zinke left!

Early close out is tomorrow - so hopefully they can get the stuff processed before going home for the "holidays" on Friday

If we don’t get paid this year, we don’t get taxed this year.
For those retiring soon, it is a good way to increase next year’s salary as part of one’s “high three”.

That is wholly outside of one’s control.

“Your ‘high-3’ average pay is the highest average basic pay you earned during any 3 consecutive years of service.”
Moving some of this year’s pay into next year as a consequence of a government shutdown won’t affect one’s basic pay, and so won’t affect one’s high-3 average pay and therefore won’t increase one’s FERS pension.

“Rep. Meadows tells federal employees who won’t get paid during shutdown: You signed up for this” He obviously learned compassion from his Maximum Leader.

How is earned basic pay calculated? Pay periods never exactly coincide with the calendar year. In many years there is a cost of living adjustment (COLA) in January. When I retired, I do not recall them prorating pay periods at the beginning or end of the year. Do they use straight nominal base salaries -- given potential COLAs or step increases, or both? Or do they use official pay dates within the calendar year. The actual method used would make all the difference. Again, not there is anything an individual prospective retiree in three years can do about it, but I always seek to find the silver lining, if there is one.

So, going back to the original topic, a shutdown is imminent.
As noted above, the Deptartment of the Interior handles SSA pay. The pay for this pay period has been processed.
If the shutdown lasts through the year, it appears that the January 11th would be the first affected payday, if I understand correctly? Or do we think they’d be essential and not paid themselves? Or is there something else I’m not understanding?

As expected the shutdown happened. The president said it is a shutdown brought about by the Democrats, and he is prepared for a very long shutdown.
Before it adjourned for the night, the Senate passed a bill to ensure federal employees who are furloughed will get back pay. It was passed by unanimous vote, but still will need to pass the House. As long as the federal worker doesn't live paycheck to paycheck, it will eventually work out. Pixie

What's the potential penalty for being AWOL despite having pre-approved leave this week?

Check with your HOCALJ to see what type of guidance has (will) come from above. Maybe your HOCALJ can work out something with the RCALJ, although these things are usually controlled by OCALJ. Pixie

im under strong impression SSA is not under shutdown so it's take leave as usual. the email that we got from Acting Commissioner Friday supports my thoughts.
and we had no what if meetings last week either. so business as usual for us as best as i know.

You are exactly right. It is early Saturday morning, and I had forgotten about not being involved in the shutdown. All I focused on was the shutdown went into effect. Thanks for the reality check.
