Anyone have any advice on how to appeal when you don't know what exactly you are appealing except for the score?

Step 1: Write a convincing analysis of your AR referring to the competencies OPM said it would use; Step 2: Write up a summary of your answers in the interview process explaining exactly how your answers deserved a high score and noting any irregularities in the interview process; Step 3: Draft a cover letter summarizing your arguments in a concise manner. Step 4: Staple the packet together. Place in a 10 by 14 envelope to avoid creasing the pages. Step 5: Walk to the nearest trash can and throw the whole packet away. Sept 6: Work on your application in anticipation of the next opportunity.
Bottom line: Score appeals from 2007 haven’t been resolved yet. Score appeals appear to be a waste of time.

I have to agree with zero . . . according to the NORs all eligibility expires by Oct 2010 . . . given how fast OPM is working on the current appeals, I highly doubt OPM will get to the appeals for the 2009 scores in time for it to matter anyway . . .

Southern Miss, The email that was sent out by aljapplication@opm.gov states, "...if you appeal your numerical rating, your name will remain on the register using your score of record until such time as the appeal is completed.." (see "NOTE"). It also states that you can reapply after 1 yr. of the date of the NOR, but re-application will terminate your appeal. If you think you did better than what you got, and are sure they won't reconsider & take points away, what have you got to lose? But out of curiosity, how bad was your score? Can you give us the quartile? From this board, it seems like the scores were generally lower this year.. Has anyone on this Board appealed their score successfully?

What have you got to lose if you appeal? ? OPM was very clear when it said you can get in return an even lower score!!!

That why I said she's got to be sure; if her score is so low she wouldn't get an offer anyway, she doesn't have much to lose. She has to do the research and decide that.

You can't even get OPM to rule on your appeal one way or another. They will not even respond to me outside of goofy form notices that say we are "working on your ticket." I certainly plan on filing a new application in the summer if possible. However, with my luck I'll probably be on vacation when the 48 hour announcement is made.

Their are rumors of candidates who have appealed and had one or two points added to or deducted from their scores. One said he had .62 points deducted. I have not been able to confirm any of these rumors.

I heard of an applicant who appealed her score and it got doubled. She is now an ALJ in DC. I have a name but don't want to print it here until I can confirm this. I heard this from another SSA ALJ, so I don't think it's just rumor.

If any such "rumors" are accurate, OPM should be drawn and quartered. The huge majority of candidates who have appealed are running completely blind with no legitimate OPM response.

Remember the rumors of early resolution of certain technical appeals the first time around? There were reports of people getting a technical denial but then winning their appeals in time to make the 2008 cert. The rest of us had to wait almost a year to be told "denied". It wouldn't surprise me if OPM cherry picked certain score appeals for early resolution.

I have decided to appeal. I do not think it can hurt me, considering my score, and there is a very remote chance that it will help. I realize they may not read it. I realize they might read it and ignore it. But I have to think I have done all I can before I quit.

The only successful appeal of any kind that I have heard of is that of a person who didn't make the initial cut in 2007 who appealed that decision, and was added on and given an opportunity to participate in the SI and WD at the last minute.
This is not good news obviously.
On the other hand, as some have pointed out, what is there to lose by an appeal as long as you understand that the odds are long?
Keep us posted Southernmiss, but at the same time, watch your email. You never know.
