Congratulations! You have met the criteria to proceed to the next phase of assessments in the Administrative Law Judge (ALJ) examination process, which includes the 1) Written Demonstration and Logic-Based Measurement Test, and the 2) Structured Interview. These assessments are described below.
1. Written Demonstration (WD) and Logic-Based Measurement Test (LBMT). The purpose of the WD is to evaluate your ability to prepare a clear, concise, and well-reasoned legal decision of the type that one may be expected to write if employed as an ALJ. The WD is scheduled for 5 hours to allow time for instructions and other administrative processes, but actual testing time is 4 hours. The WD is conducted in a proctored environment using a laptop computer, mouse, and keyboard provided by OPM.
The LBMT presents applicants with a set of scenarios and multiple-choice response options. Only one response option in each scenario is logically accurate, while the remaining options are logically inaccurate. Applicants are asked to indicate which one response option is logically accurate. The LBMT is conducted in a proctored environment and is scheduled for 2 ½ hours to allow time for instructions and other administrative processes, but actual testing time is approximately 2 hours.
The WD and LBMT will be administered on the same day at a location in the Washington, DC area. A break will be provided between these two sessions. Plan to arrive at least 30 minutes early to allow time to clear building security. In addition, please allow time after the tests are concluded to complete certain administrative requirements.
2. Structured Interview (SI). The objective of the SI is to evaluate your responses to competency-based questions related to being an ALJ. A panel will conduct the interview and evaluate your responses. The interview will last approximately 1 hour and will be administered in one location in the Washington, DC area. Plan to arrive at least 30 minutes early to allow time for instructions and other administrative processes.
You will receive separate scheduling notices informing you of the date, time, and location of the WD/LBMT, and the SI, as well as other instructions about the process. The WD/LBMT will be conducted on a separate day from and prior to the SI.
Upon receipt of your scheduling/admission notices, rescheduling requests must be sent to the ALJ email address at aljapplication@opm.gov, as soon as possible. You are allowed to reschedule the WD/LBMT only one time. Because you must complete the WD and LBMT before you are allowed to participate in the SI, however, your SI date also will change. If you wish to reschedule the SI only, you may make that request only one time. Due to the specific timeframes associated with the ALJ examination process, OPM may not be able to accommodate all WD/LBMT, or SI rescheduling requests during this current assessment period. If we are unable to reschedule you for the WD/LBMT and/or the SI during this current assessment period, you will be rescheduled to a later date.
Attendance at these assessments in the Washington, DC area will be at your own expense.
Applicants who complete and meet the criteria for all three assessments will be notified of their final ratings when all applicants have completed these assessments. If you do not receive the required minimum score on the WD or SI, you will not receive a final numerical rating and will not be placed on the ALJ register. Applicants who receive final numerical ratings will be added to the new ALJ register, which will be used as a source to refer candidate names to agencies for employment consideration.
