Those of us who tested late Aug/early Sept are still hoping against hope we'll get our scores in time for consideration of the next round of certs. Since by rights we should've been tested Summer 2013 it seems only fair - though you would think I would be fully aware by this point in my life that it (life) isn't always fair. So we will see....November is my birth month and receiving a register-worthy NOR + making a cert sure would make a nice present. It'd cover all I want for Christmas even!

I have it on semi-good authority that the Aug/Sept folks will get their NORs in early 2016 along with the remainder of those being tested. I also have it on semi-good authority that hiring will start again in Jan 2016.

1. A set of cert emails was sent and received one year ago today. 2. SSA has been sending cert emails on Mondays. 3. I believe a class of ALJs started 1/20/2015. 4. Word is the next class is scheduled to start 1/25/2016. Make of it what you will. Friday or Monday; most likely Monday.

Word is the next class is scheduled to start 1/25/2016. Make of it what you will. Small, immaterial point of clarification... the start date was 1/26/15 for this past year's class. Offers wrapped up for that class on 12/22 or 12/23, but offers for the March class started the first few days of January. A couple of other points about November certs. One, last November had a ton of new folks that hadn't been interviewed. Without an influx of new names, the cert-to-hire process shouldn't take as long this year... except that, two, if you were an interviewee a year ago, I believe you'll have to resubmit your paperwork for reference checks since it will have been a year. I believe that happened this past summer for the folks hanging around from the first certs. That could add a little bit of a delay to what should be a relatively quick turnaround.

In the Bipartisan Budget Act of 2015 (H.R. 1314) signed into law Nov 2, 2015, Section 846 provides for expedited examinations of ALJs and provides SSA new hire authority through OPM to request additional ALJ examinations when the need arises. The Commissioner of Social Security shall pay the full cost associated with each examination. The first such examination shall take place not later than April 1, 2016 and other examinations shall take place at such time or times requested by the Commissioner, but not later than December 17 31, 2022. Such examinations shall proceed even if one or more individuals who took a prior examination have appealed an adverse determination and one or more of such appeals have not concluded, provided that— (1) the Commissioner of Social Security has made a determination that delaying the examination poses a significant risk that an adequate number of Administrative Law Judges will not be available to meet the need of the Social Security Administration to reduce or prevent a backlog of cases awaiting a hearing; (2) an individual whose appeal is pending is provided an option to continue their appeal or elects to take the new examination, in which case the appeal is considered vacated; and (3) an individual who decides to continue his or her appeal and who ultimately prevails in the appeal shall receive expeditious consideration for hire by the Office Personnel Management and the Commissioner of Social Security.

We appreciate the input. Does this mean that certs are likely to be issued sooner than later, or will SSA take more time to regroup and perhaps set up larger training classes with a larger number of people being eligible with a little more delay before certs are issued?
For people eligible for a cert now or those others to be added soon, I believe this bodes well for both groups. Being in the currently eligible group, I would like to go ahead and see some certs issued so offers can be made for at least some cities at an earlier time even if this means a little bit of a delay to be put in a scheduled training class.

If the budget means a refresh then it will have no appreciable affect on hiring* until 2017. When we applied in March 2013 it was March 2014 before we had NORs. That will certainly add life to the register and almost certainly will be necessary to have enough people on the register. I don't think this section of the budget has any impact on ODAR's short term hiring plans. *If they allow people to modify their GALs at this point that may have an impact on who gets on certs.

Hey everybody,
Saw this thread and thought I would pass along, the first two classes are in Baltimore and we had a session yesterday with the Chief and Dep Chief and they are still waiting for OPM to return the Certs requested. Restated that 200-250 is the goal to hire in 2016 and that the language above is meant to force a Refresh of the Register by that 4/1/2016 date. Both seemed frustrated by the delays, but hope to keep hiring until the Agency gets to 1900 ALJs and they are at just above 1500 now with a lost of 100 to 120 each years to transfers, retirement or death. So hang in there. Sorry for all of the run on sentences, grammar, spelling...running out to dinner with Funky and others. later...Tiger

They need to be satisfied with what they have. Of course, all these new testers are, in a sense, a refresh, and they will be in the register by then.

A job announcement is posted and anybody who meets the minimum qualifications can apply. 2. Those who get past the initial screening for minimum qualifications then start the process beginning with the online testing. 3. People already on the register can retry, but will be stuck with whatever their new result is--which could include not making the register at all. 4. When OPM refreshes the register, those already on the register have the option of modifying their GALs. 5. Except for those who opt to redo the whole process, those already on the register remain on the register, and will be joined on the register by any new people who successfully navigate the process.
