So asking for certs before completing the transfer process is really risky. A cert could be requested for a site where there is no vacancy. So I doubt that it done. The people in Falls Church handling the hiring process have enough to do without asking for certificates where there are no vacancies. The object is to be able to hire people to fill existing vacancies, not to drive OPM crazy with cert requests. I worked in an office that was on multiple certs on the old registry, and it had no vacancies. This was obviously prior to the days where an ALJ could be put in a non-conforming office. And to no surprise, no hires were made at my office. So, pulling a cert for cities with no vacancies can actually happen.

However, on 11/5/2015 Tiger posted: "Hey everybody, Saw this thread and thought I would pass along, the first two classes are in Baltimore and we had a session yesterday with the Chief and Dep Chief and they are still waiting for OPM to return the Certs requested." So we have it on excellent authority that certs were requested and as of 11 days ago SSA was waiting for OPM to return them. Where things stand now is an open question. Yes, this is true! Both expressed a desire to get on with the next round of hiring but waiting on OPM to return the Cert!

Others have said they expect OPM will wait for transfers before they go out with certs, though another said they have actually done so in the past when the position had already been filled by a transfer. Such a case would probably result in people who just received their NORs being in the new cert. Any clarity would be appreciated...

Is there not a rule concerning the issuance of Certs and transfers stopping? Yes. They must work the transfer list for cities before they can offer that city to a newbie off the register. Once that city is clear and no one on the transfer list wants it at that moment, they can then go to a certificate for that city. Once a certificate is open for a city, all transfers for that slot stop. Now, that does not mean they MUST offer that city to a newbie. They can chose not to hire in that city at all for whatever reason. But transfers for that particular city stop once a cert is open for a position.
Even though there are still transfers happening right now, it does not mean certs are not in progress. Keep in mind what complicates all of this is that each city has its own certificate so they can be working the transfer list for cities for which they have not requested certs.

Ah, Tuesday, November 17, COB and still no cert. My guess on the poll was this Friday. Who knows? I just hope it is this week. Moreover, I hope we're on it...

Well HQ is setting dates for the next class with the 4th week of training in March 2016, got an IM while on the bench in hearings and accidently deleted it before I noticed the exact date in March for Week 4. Will find out tomorrow and let you guys know. tiger

If early March, that would suggest SSA is holding to a 1/25/2016 start date for the next class. If end of March, it would suggest they will push the start date back to 2/8/2016.

Does a January 25th date mean that Jan 25th is the start of training in FC, with a report date to your new office of January 11th? Or a true start date of January 25th, with (2 weeks? I thought I read somewhere on the boards that Phase I is now 3 weeks, but it didn't say what Phase I comprised) with a FC training start date of Feb 8th or Feb 15th? I know I should be more concerned about hoping for a phone call to schedule an interview with SSA right now. But a girl can dream....

Jan 25th start at the duty station to which you're assigned. Three weeks there, followed by the four weeks training in Falls Church.

I don't think it is a rule, so much as an agreement - they work the transfer list to make sure they have the correct number and location of vacancies - otherwise, they would rob some folks who are eligible for transfers by hiring a newbie to fill the spot. It is certainly consistent with the practice we've seen so far - after a round of hiring, we get a quiet period, the FOAD emails go out to close the certs - we see a relative flurry of transfer activity - 3 to 5 weeks - then a small lull, then new certificates. Another indicator is that HQ calls the hearing offices and asks how many vacant seats they have - they normally do this before and after a transfer activity and this feeds the transfer list emails and new cert locations, respectively. Ace your avi reminds me of BD from Doonesbury.

My source of authority - who is one of the trainers - says they will be training new ALJs in Falls Church the week of 2/22/16. So they better getting mioving along with a cert soon!!

My fellow ALJ was a 4th week cadre and his dates were the last week in March as the 4th week of training, so that sounds like a February 21 or so start date at your home office. just passing it along.
