ba is right.
The interview will be in Falls Church which is effectively DC. They will pay air or AMTRAK directly and reimburse hotel (be sure not to exceed the government rate), cabs, and some other expenses after you submit a voucher.
OMHA is a separate agency. There is no "transfer list" from an OMHA office to an ODAR office, and my understanding is that hires by ODAR from OMHA are very rare.

The Chief Judge at ODAR occasionally forwards emails to all the ALJs about other agencies wanting to hire. Some agencies hire directly from the register, some solicit from the established ALJs pool, or both. Judge Bice has mentioned on several occasions that they generally do not approve a move from ODAR until after the ALJ has been with the agency a year. This is completely apart from any transfers between offices within ODAR. There is no such transfer list between agencies as Gary and Ba have pointed out.

One other point then time to go unpack boxes...
After you make it through the gauntlet of testing and make the requisite score to receive a Notice of Results and get on the register--the complexities of the cert process begins.
ODAR has offices in cities all over, 160+, whereas other agencies are confined to a handful. OMHA has only 5 cities now, and most agencies are only in the DC area. This is where GAL is important. As an example: If you want to work for OMHA and Shreveport in your only city on your GAL, you will never get on a cert for OMHA because they do not have an office there. You have to have a city on your GAL that matches where that agency has an office for the particular agency you want.
Finally, when you interview for ODAR (once on a certificate), you are not interviewing for a specific city, you are interviewing for a fit with the agency. You have to get through all the hoops, make the register, have ODAR cities on your GAL, make a cert, and then get matched up with a city in which there is a need--and many parts of this are a great mystery. Many many people make it to different parts of this process and have no idea what knocked them out. That is the daunting part. But it may just be that between two equally awesome people they only had one opening for a particular city and those two people only had THAT city on their GAL. So not getting an offer may have no bearing on your skill or worth, it was just that you were up against someone with one more element that gave them a leg up. Good luck!

While I appreciate and greatly value Judgeratty's input, info, advice and opinions, IMHO, not getting an offer definitely has no bearing on your skill as an attorney or worth as a human being. : ) I know an ALJ or two I can "out-lawyer" and I like myself better than a few too. : ) I know some attorneys who haven't received offers yet and I feel the same about them. In the end, it's just a j.o.b. And it ain't over til the fat lady sings. In the words of Tu Pac, you gotta keep your head up.

I know many who didn't make the register and they are ALL people who would be fantastic ALJs. Thanks for being more definitive than I was!

I got notified out of the blue that I'm going to this 3d phase, so I forgot: What is this the GAL? Is that the preferred locales? Thx The GAL is the list of cities you indicated, at the time of your application, that you would accept an ALJ position in. If you don't remember what was on your list, you can go to USAJobs and find that info from your application.
