Jafo, again, hate to disagree, but what you call "a list of eligibles" has a formal name, i.e. "certificate of eligibles." See, Chapter 6, Section A of OPM's Delegated Examining Operations Handbook.

For those of us who are unfamiliar with the term "certification," does this mean that no further interviews related to the November 2015 hiring will occur? No further applicants from the November 2015 hiring will be considered? Or is there some other meaning involved? If the certificate is cancelled, there canmot be anymore hiring from it as of the time it is cancelled.

Thanks Minny. I had no idea my post would result in so much activity. Here is some additional info that I've received from OPM. My apologies if this information may have already been posted:
"We had over 8000 applicants to these recruitments. This means that the process will be longer than normal. We just completed our second review of the applicant pool. Upon completion of that review, I sent the names of those eligible and qualified applicants to the hiring agency. They will take over the process of contacting those applicants who they wish to continue in the hiring process. This will more than likely take several months before the final selections are made. There will be interviews and potentially additional assessments during this process as well."

Some additional information that I've been given regarding the certificate.
"They are filling positions in over 50 locations across the US. The certificates will be available for them to use for 1 year after issuance. Hopefully the agency will have made their selections before the certs have expired. If they have not, yes, the applicant pool will no longer be usable."
So, this seems to indicate that those of us who have been "referred" but have yet to be interviewed may be waiting a while longer.

This does not apply to excepted service positions, which these are. IJ selection is not based on a competitive examination.

I think we're discussing the same thing but with a different view of which agency is doing what. OPM sends the cert to DOJ, probably with hundreds (1000+ ?) of qualified applicants. After review of the applicant's experience/background EOIR whittles this down to a manageable number of applicants that they would consider hiring, they then go through their first interview. After the first interview, some are then selected for a second interview. After all that, an even smaller number of applicants that were on the original OPM "certificate of eligibles" is placed on the EOIR list of those that they would/could actually hire. Not sure what it's called, but I'm pretty sure EOIR doesn't call it a certificate. Whatever it is called, by now it's not very long and those on it are very well-deserving. My guess is that it's called "the list".

IJs are not "real" ALJs, though they are paid on a similar scale - they have nothing to do with the ALJ register. To quote from DOJ legal papers before the USSCT concerning Pres. Obama's DAPA program, IJs are "low level justice department employees" - and yes, the IJs I know are very insulted by that.
Nobody that I know of really understands EOIR's hiring process, except to say you apply for individual IJ positions via USA Jobs when they are advertised. You do not have to be on the register - just meet their requirements. Then you wait. For the first time, OPM sifted through the 2015 applications and those that met the basic requirements got forwarded on to the hiring agency - EOIR. EOIR then does their "thing." If you get a first interview, it is with a 3-judge IJ panel at Falls Church (yes, the same building that ODAR interviews at). Then you wait. If you get a second interview, it is best described as a DOJ "look see" - and then you wait. If you are lucky enough to be selected - then you wait for training to begin. I know one IJ that waited nearly 2 years before going to training and coming on board.
Although the milestones one has to survive to get on the ALJ register are difficult and lengthy, at least you know a little about what's going on and where you are in the process - and it feels way more objective than EOIR's process. IJ applications tend to fall into a black hole until it is time to apply again.
IJ is a tough job, and they, as well as those that apply, deserve better than what they get IMHO.

I had my initial interview (Nov. 2015 job announcement) yesterday. I don't feel comfortable commenting on the substance of it, and the procedural aspects have already been discussed in this thread (the interviewers are former IJs who are working in agency management; takes between a half hour and an hour; in the same building as ODAR interviews).
Suffice it to say that it was a very pleasant chat with three very candid and approachable people. There's no need to fear this process or to cram for it.
Now I wait. I was told that it's a very long process and that no news shouldn't be taken as bad news.
(Before you ask: I applied to a small handful of Northeastern cities.)

I believe I heard there would be a class end of May that would be bigger than the last class (maybe even over 10??) and that there is another group with start dates mid-July. The only ones I know in those groups are hires from the 2014 ad. I have not yet heard of second-round interviews starting for the Nov 2015 ad.

I applied for an Immigration Judgeship in the Fall of 2014. Was just notified that I have been selected. By the date I report for duty, nearly two years would have elapsed. A process not for the faint hearted.
