Not sure if anyone considers this a milestone but I got a package from Bob G today with the initial package of "stuff" from his office. I was glad to get it and now all of this feels really official and that this appointment is actually going to happen. Not real daunting of a tasking - a nice welcome aboard letter with information on what is going to happen nexst, another set of fingerprint cards, bar certification, declaration for fed employment, pay scale etc.

Rasputin, I also made the register in 2007. I have "made" several certs since then, but due to transfers and my small GAL I have only been considered one or two times so far. I did not get the call this time, but I'm glad to hear that someone from the 2007 register did. Congrats to you and all that did make it.

I must profess my ignorance. My GAL is pretty extensive. Could someone educate me about the "3 strikes" policy? Thank you and again congratulations to all the new hires.

There are many threads where this has been discussed, (try a wide search on "strikes") but in a nutshell, the federal regs permit an agency to not consider further anyone who it considered for a position three times in the past. To be "considered" in this context, you have to have been actually placed in the three people to be considered for a given vacancy. You can't just be "filler" on the cert, to be sure that there are enough on the list that there are three for each slot. This can happen over a series of certs, or you can be struck three times on the same cert.
However, that is not the end of one's potential hiring, as the rule is permissive, not mandatory. If a three struck person lands on a later cert, they can not only be considered, but hired. It's happened as reported here.
This past cert was different, in that SSA apparently gave OPM a list of all the people it had considered three times for ALJ, and asked that they be left off the list altogether. The only good side of that, for those left off, is that those who only suspected they had been three struck now know for sure. It remains to be seen whether they will do that again if there is another cert from this register.
That's how so many first timers, many with scores too low to have made a cert in the past, made this one. The large number of cities covered by the cert also picked up some people with very limited GALs who had not been on a cert before.

As to the three strike rule - does that apply to a person who gets on the cert for certain cities, but then no selections are made for those cities. For example, on this latest cert, I was "selected" to be considered for 2 cities, but they did not make any hires for those cities. Is that considered a strike for me?

No, that does not count as a strike. You have to be one of the three candidates considered for an open position before the three strike rule can be imposed. SSA gets a lot of names on a certificate that are never actually considered for a position due to low scores or small GALs that get filled by transfers. Those people are not affected by the three strike regulation.

Grand ...: Thank you for your gracious thoughts. Don't lose hope. I still have no idea how I got the nod. It's a mystery to me. Good luck in the future. I hope it comes through. With the dramatic increase in filings, they need more ALJs.

Just got my e-mail. The crazy thing is there were no openings in the offices on my GAL. Frankly, it would have been better to say there were no openings in those offices. Hope springs eternal!

Just got my thanks but no thanks email from Bob - a nail on the coffin. Meanwhile, this morning I brought in treats, danish, strawberries, etc. to thank everyone for their support and encouragement in the selection process as a remain a senior attorney in waiting. It was well received. You'all might want to consider doing the same thing?!

I got the e-mail too.
I guess this answers our question about whether the fall hiring would be from the same cert.

Agreed Observer.
I was addressing the possibility someone else mentioned that SSA could hire now for the fall, with a deferred reporting date. From what I read elsewhere, I guess that was done before.

They did that once last year, but there was only a three month gap between hiring call and report date... I don't think they'd do a six to eight month gap.
