Hate to say I told you so...but my source on the galactic senate was truly exacerbated...bad thing is we will never know how bad it was until discovery once litigation begins...and based on what I was told it is a stone cold lock to happen...
WHAT IS ABOUT TO FOLLOW IS MY OPINION ONLY: From body languge, tone, furniture being moved, etc....I get the feeling the integrity of the entire process is so questionable that the old register could be revived...because the agencies need to spend the allocated budget and can't afford to wait for OPM to get this right... AGAIN...JUST MY OPINION

Another new wrinkle for consideration. Many directives are going out to low producing Judges in light of Shapiro. The directives are requesting increases in cases scheduled. Perhaps the Agency is waiting to do anything with the Register until they see how this affects the Corps. There will be retirements and terminations based on this, so it might be a consideration. However, it should also be a consideration before leaving a good job to become a Judge in that one can agree to do 600-700 cases a year, but until you are doing it will you be able to see if it is problematic for you. And yes I now, many Judges are able to do so, but some can't. The Agency has lost all patience and has full power of the Courts to punish their employees and that is what we all are now. There is no protection through the APA. Govern Yourself Accordingly...

AGAIN...JUST MY OPINION Now, this actually did make me laugh. If there has been a technical snafu, and it has been so great and unsolvable that it prevents a new register from being made at all, then heads should roll. That would be like the government passing a massive piece of legislation, then not implementing a way for the citizens to comply with it, and constantly tweaking inconvenient milestones in it . . . Wow, in one page of this thread we've gone from Hee-Haw to Mama Cass to Lewis Carroll. Pretty impressive. Considering where the OPM speculation has turned over the last few pages, maybe we should be looking for some lines from Catch-22 or even the Twilight Zone.

Couldn't the WD scores be thrown out, move on with the scores they have, and move on with the process. I don't see why this should delay the process any longer.

Everyone keeps taking "delay" but I keep going back to the fact that testing ended in December. Is it a delay that 2 to 3 months have passed since the end of testing when furlough, weather and closures have impeded the process? Do we KNOW a glitch has occurred? And what process on this scale does not have issues? I am still of the mind the plan to hire in fiscal year 2014 is still a go.

This is where I'm at - even if they waited until the very end of testing, we're going on 3 months. Heck - NORs could come out on Monday and it will seem late - we just passed 1 year since this all started. If it keeps up, we'll lap ourselves.

But they don't issue NORs based on when the individual finishes. It is when the process is complete, which was December. I want my score as well but I also understand a few months in a government process is nothing. I will begin to think there is an issue if it gets to be 6 months but then again we have no idea what is happening behind the curtain. My app for the job I have now took 7 months from app to hire and there was no testing process like this and there were not thousands of applicants. Perspective I guess.

Testing was completed in December....the procter told us he did not have anymore request to return to D.C....btw everyone had the same protor(s)...8 were asked to test only 7 appeared...exams have been graded as statuses are changed. The issue had nothing to do with the December testing....systems where in place by then to prevent the previous snafu from happening. It didn't look good folks...my only question is...will OPM foot the bill if it is determined the WD has to be done over?

As I understand it, Veterans can demand to be tested during any Quarter. December was the end of the first quarter. Ho hum. March 30, 2014 is the end of the second quarter. Thus, OPM will likely be administering additional ALJ testing this month. If every quarterly Veteran testing justifies MORE delay in the NORs for the August-October 2013 testing, then we will be waiting forever.
Ad infinitum.
That is not the "normal" testing process to establish a new register though. That does go on in between and will as it has in the past. Totally separate process for getting on the register.

They are not holding up this new register for more ten point veteran testing, whenever that happens. Those people drop into the register all the time. If they are in fact doing testing in March (and those applicants go through the same steps we did) their scores will be dropped in to the new register if it's out by the time they are done, or be included when it comes out.
From reading here over time, I'm not sure they actually do veteran testing every quarter.
