Aside from being a pain in the keister, this delay is a really interesting phenomenon and I look forward to someday having it explained to me over a beer after a long day of 3.5 ALJ hearings. In the meantime, I have to come down on the side of not putting a whole lot of stock in the "won't happen 'til May 12" theory. With all due respect to DLOTS, whose posts I enjoy, I haven't seen enough solid info to make me jump on that bandwagon. My money is still on what I think is the most cogent theory, i.e., that there is a lot of strategery and machinations going on to sort candidates, account for preferences, and maybe even consider GALs preparatory to setting up interviews. I think they want to nip lawsuits in the bud, and want to make use of their shiny new register as quickly as possible. For those who say this would take a much more sophisticated and clandestine operation than OPM/ODAR are capable of, I can only say that it would take an equally formidable machine to keep a horrendous computer glitch and severly-delayed register secret. OPM isn't "sorting candidates" at this point, as they have no cert request. ODAR certainly isn't, as they have no cert. GALs are NOT in the picture at this point, and they will be considered the same way as before when there is a register and ODAR requests a certificate. Nothing about that is holding up the process now. I'm sure ODAR is working on the list of cities to go on the cert when it is time to request one. When they get a cert, ODAR has been through the process many times, and will know what to do with it. Nothing new to see there.

I'm with you Ace, though I have been saying "next week" since early November. I remain supremely confident that, sooner or later, one of us will be right. In the meantime, this Board has been quite entertaining and despite some of the anxiety it has caused, has made the entire process more bearable.

Looks like OPM is in a world of hurt. It made the Fed Page of the Washington Post two days in a row. Yesterday the article was about the growing backlog in retirement claims for federal employees and today about their plans to reorganize. This coming on the heels of the story a while about about losing an entire unit devoted to testing employees other than ALJ candidates. Your late scores may be the result of nothing more than shifting priorities. Over 10,000 retirees vs. 1,00O or so ALJ candidates. Who do you think has the loudest squeaky wheel? You have no one to call. Each of those employees has an HR person as well as members of Congress.

This and other articles tend to support (3); OPM's just a mess. D-LOTS' posts support (1). Funky and others have wondered out loud about (2). Who the heck knows at this point? Maybe it's a combination of all three, lol.

That is how this audit, specifically Appendixes E & F make it seem. oig.ssa.gov/sites/default/files/audit/full/pdf/A-05-12-22144.pdf If my understanding is right, I don't think that the other problems facing OPM would affect the 9 or so full time ALJ Program employees. Or are you suggesting they might be abolishing the ALJ Program to help retirees?

A little birdie told me it would be March 1, 2014.. I have been wrong in the past occasionally, but this is the latest word on the street.. I believe the above post is the one that originated the idea that we would get NORs on/about March 1. Bartleby, if you're reading ... have you heard anything further from your "little birdie"? If you felt on Jan. 21 that you had reliable info indicating a March 1 NOR release, but that didn't pan out, then I guess that's consistent with D-LOTS' hypothesis of a late-arising problem with the scoring process. Especially since your source says that hiring this year "isn't ruled out, [but] won't happen immediately." That sounds an awful lot like "we'll hire this year if OPM can get its act together." I thought D-LOTS was joking at first, but now that I've thought about how his info coincides with yours, I think he may be on to something.

What we need is a poll. In all my seven years on the Board I've never learned to construct one--but it can't be that hard. Think I'll try. Well, I tried. Couldn't get it done. Here are my ideas for the speculation poll on why OPM is delaying release of the NORs. Anyone who can construct a poll could improve on this. There is a major screw-up having to do with lost or corrupted data/test results. They have a feud with SSA and despite wanting their money, they want to assert their independence in a meaningful way. The industrial psychologists and OPM's ALJ Office staff can't agree on major factors regarding the rollout; like weight of the exams and the curve. Not a priority for the new Administrator's staff.
