As far as the specific data point you're looking at (notification to do in-person testing in DC to receipt of NOR), the 2013 applicants' dates are correct. There is other information (cert dates, etc) which as you can see was not filled in here. And keep in mind there was another batch of people who applied in 2013 but did in-person testing in 2015, and the lag between notification for in-person testing and receipt of NOR was not noted on this chart for that group. Too bad the 2015 DC-tester information appears lost to the ages, without extensive thread research. And last month, the Social Security Administration posted a job announcement on USAJOBS.gov seeking 1,000 applicants to become new administrative law judges within the Office of Hearing Operations. But, contrary to OPM guidance issued last fall, the posting did not mention whether the jobs were eligible for union membership or that the positions would be represented by the Association of Administrative Law Judges. Two possible reasons for that failure to comment: first, as I recall there are efforts afoot in Congress to eliminate the distinction. Waving goodbye to Ms Gruber will allow that to advance. The other is that there is a new ALJ contract pending. I don't recall whether this excepted service/not excepted service distinction is addressed in the new contract, but the specter of ratification looms over any SSA official asked for comments about anything related to judges, for now.
